The Osun State chapter of the All Progressives Congress (APC) has alerted the stakeholders in the state that the ongoing administrative/political schism in the state College of Education, Ila-Orangun, is a reflection of the looting spree of the state commonwealth going on in all the government establishments in the state under the rudderless and purposeless administration of Governor Ademola Adeleke who is grossly deficient in the act of governance.
The state college of education which was established on September 25th, 1979 initially as a campus of the Oyo State College of Education but later upgraded to an independent college in 1986 pursuant to the then Oyo State Government(Ila Orangun Edict No 13) of 1986 as amended in 1988, places the Provost as the Chief Executive and the Accounting Officer of the tertiary institution.
According to the Osun State chairman of the APC, Sooko Tajudeen Lawal, in a statement issued by the party's Director of Media and Information, Chief Kola Olabisi, today, the day-to-day running of the administration of the teachers' training school is statutorily in the hand of whoever is the Provost of the institution of higher learning at any point in time.
We are however mindful of the fact that Section 32 of the Edict shows clearly the powers of the Governing Council which include: Approval of budgets: Supervision of Staff recruitment and Promotion: Approval of New Academic Programmes: Ensuring that the goals and objectives of the College are complied with and Recommendation of the Provost.
It is however, important to state that there is nowhere in that law that empowers the Governing Council to suspend or dismiss a provost but it is arguable that its powers include the right to investigate, since the council may have to conduct investigations in order to properly perform its duties, however, the power to remove a provost lies with the governor of the state.
The council also may make recommendations to the governor but it is sacrosanct that the overriding law is Section 36 of the Constitution of the Federal Republic of Nigeria 1999 which stipulates that in any panel, court, or tribunal , a person shall be given fair hearing before his rights are determined.
It is observed that because the ruling party, the Peoples Democratic Party (PDP), was out of government in the state for twelve years, the famished statuses of some of the political gladiators in the government have transformed them into political bandits who have engaged in the stealing spree of the resources of the state.
The lack of administrative know-how of the head of the administration, the push-and-start Governor Ademola Adeleke, whose only area of specialization is dancing whenever two objects are struck against each other has been creating an enabling environment for the indiscriminate looting of the state resources.
Information at our disposal attests to the fact that the looting of the state resources by the political functionaries of the PDP extraction in the state makes that of the contesting one under the board of governorship council under Mr Peter Babalola popularly known as 'Peter Power', a tip of the iceberg.
The case of another board chairman of a medical institution in the state who has run to the United States of America under the pretence of engaging in a medical pilgrimage when he was caught red-handed to have received money running into several millions of naira from numerous job seekers to have them hired, has become a topic at popular places in the state.
It was learnt that the board chairman decided to take a flight from the state when the governor who felt cheated in the allocation of the job slots used his executive power to outrightly cancel the recruitment exercise while the innocent deprived job seekers who had spent about one month on the job before they were fired have been on the neck of the eloped board chairman.
It is a statement of fact that by the time that the atrocities being perpetrated by the PDP political functionaries in different capacities in various establishments become a public knowledge, it is not an overstatement that some of them would become veritable objects for stoning along the streets of the state.
Any keen watcher of unfolding political events under the watch of Governor Adeleke in Osun State does not need to be grounded in law to observe, conclude and submit that Adebayo has been playing the role of a meddlesome interloper as the chairman of the governing council of the state College of Education, Ila-Orangun by needlessly involving himself in the day-to-day running of the teachers' college which attraction could only be for filthy lucre.
